Orlando International Airport South Terminal C commissioning

Project Summary

Hanson was the lead provider of commissioning and energy services for the mechanical, electrical and plumbing systems for Phase 2 of Orlando International Airport’s $2.8 billion new South Terminal C in Orlando, Florida.

Hanson’s team commissioned the following systems in South Terminal C:

  • all major mechanical equipment and systems, including heating, ventilating and air conditioning
  • electrical systems and equipment, including power quality monitoring
  • fire protection
  • plumbing
  • security systems

Facilities commissioned as part of the South Terminal C included the 832,000-square-foot airside terminal, 736,000-square-foot landside terminal, 102,000-square-foot ground transportation facility, 869,000-square-foot parking garage expansion, 1,400-square-foot Checkpoint D, 19,000-square-foot central energy plant (CEP) and 14,000-square-foot emergency power generation building.

Hanson assisted with developing the Greater Orlando Airport Authority’s project requirements, the commissioning plan and specifications, design and contractor submittal reviews, prefunctional checklists and site observations, as well as directing integrated testing, overseeing operations and maintenance training and conducting a 10-month warranty walk-through.

The project included a 28-megawatt emergency power generation (EPG) plant, which was commissioned by Hanson. The EPG plant was designed to carry the power needs of the entire terminal complex, allowing it to continue operating with electricity, heating, cooling, ventilation and other energy-dependent services during a power outage. This increases the airport’s resiliency by limiting the disruption of essential transportation that could otherwise occur in a power outage due to extreme weather, breaches in cybersecurity, high energy demand that overloads the electric grid, failure of aging equipment and physical interference with equipment.

Hanson’s commissioning efforts helped this project achieve LEED® certification and fulfill its design intent to maximize operating efficiency in the airport’s heating, ventilating and air conditioning (HVAC) systems, which use the largest amount of energy. This prevents wasted energy and the unnecessary depletion of natural resources.

Hanson helped the project overcome challenges associated with the COVID-19 pandemic, partnering with the owner’s construction management teams to observe precautions for safe work conditions. The project team also took a flexible and proactive approach in working through unavoidable delays from supply-chain interruptions.

Hanson commissioned the parking garage expansion and the CEP for early turnover, before the completion and opening of South Terminal C.
