FDOT SR 115/Southside Boulevard at Deerwood Boulevard intersection improvements

Project Summary

To alleviate congestion caused by residential and commercial growth in the Southside area of Jacksonville, Florida, Hanson collaborated with the Florida Department of Transportation to develop a plan for significant changes to the intersection of State Road 115/Southside Boulevard with Deerwood Park Boulevard/A.C. Skinner Parkway. The objective is to enhance traffic flow by introducing new travel lanes and movements for left and right turns.

For southbound traffic on Southside Boulevard, the changes will include a combined right-turn lane for accessing AC Skinner Parkway and a through lane for the service road. Additionally, the existing left-turn movement at the intersection will be replaced by a double left U-turn further south. Northbound traffic on Southside Boulevard will benefit from a new signalized double right-turn lane onto Deerwood Boulevard, as well as an identical U-turn lane north of the intersection to access AC Skinner Parkway.

On Deerwood Boulevard, the number of left-turn lanes will be increased from two to three, and a dedicated right-turn slip lane will be added to allow motorists to merge into oncoming traffic. The through lane from AC Skinner Boulevard to Deerwood Boulevard will be eliminated, but the left-turn movements will be expanded to two lanes, along with a signalized right-turn lane to accelerate traffic on southbound Southside Boulevard.

These changes are intended to improve traffic flow, reduce congestion and enhance safety by minimizing potential conflict points at the intersection. The project includes additional improvements, such as milling and resurfacing, shoulder treatments, drainage upgrades, sidewalks, crosswalks, new traffic signals and improved signage and lighting. The intersection work was combined with a companion project that involves milling and resurfacing Southside Boulevard from Butler Boulevard (SR 202) to Philips Highway.

The current average daily traffic (ADT) count on SR 115/Southside south of Deerwood Park reached 59,400 vehicles in 2018, projected to increase to 62,600 ADT by 2025. North of Deerwood Park, the average is 56,700 vehicles per day, estimated to rise to 59,800 ADT by 2025. Moderate traffic increases are also expected on Deerwood Park (south of Southside) and A.C. Skinner (north of Southside) during this timeframe.

If no improvements are made, the intersection is predicted to operate at a Level of Service (LOS) Grade F during peak morning and evening hours. With the proposed changes, it is projected to operate at LOS Grade B until at least 2045.

Construction began in 2023 and is scheduled for completion in 2025.
